It's literally an issue on a single device. When I can recreate this issue (which is usually me stumbling on it every couple of months, it will prevent me from logging in on one device, but I'll be able to login fine on another device. They could be even be the exact same type of device.

If I clear cookies on the device in question, it will work fine again.

I am not sure, but is there a way to have laravel auto clear cookies? And auto clear if a user just closes the browser without actually logging out. Please keep posting even if you find answer, it would be good info for other users.
