try this.
- delete or rename your node_nodules folder.
- clear npm cache
npm cache clean - run npm install with no-bin-links switch
npm install --no-bin-links - install elixir, gulp, gulp-cli globally
npm install -g laravel-elixir gulp gulp-cli
