I have this same exact issue. Foundation loaded perfectly with Elixir (gulp + webpack), but it does not load with Mix (just webpack).

I'm trying to debug this but am getting nowhere.

I believe there is some difference between the module loading in Elixir and Mix. Mix uses Babel es2015 whereas Elixir used browserify or something?

(EDIT: I've opened an issue to hopefully get some help from Jeffrey on this.)
