this means that there is no mysql server in 192.168.108.4 or is blocked by firewall.

But the mysql server at 192.168.108.4 is a virtual machine that is on the same machine that 192.168.108.7, which is where I have the laravel! Where do I configure the firewall? Where machines?

try to disable the firewall of 192.168.108.4 then try again
