Not an online service or anything, but my translation manager (https://github.com/barryvdh/laravel-translation-manager) can import/export the translation files to the database, so might be helpful if you want to create something yourself. Or you could add some features to the translation manager to translate with google/ ms ;)

Check out our module https://github.com/ufirstgroup/laravel-lang-import-export. It lets you export the laravel language file to CSV in order to be forwarded to native speakers or translation agencies.
