I'm on windows too. Any chance that there is a problem with your composer installation?
There should be 3 files in your "C:\ProgramData\ComposerSetup\bin" directory:
composer
composer.bat
composer.phar
Try installing another package to find out if your installation is corrupt. For example Restler.
