laravel requires specific packages on the server. https://laravel.com/docs/5.8/installation#server-requirements
run a php info and see if your shared host meets the requirements , contact your host and tell them what you need
Cameron, thanks for your idea, everything on php is ok except composer which "may" not be available. I have contatcted the host and asked them to add that feature. I shall provide feedback ASAP.

No SSH Terminal With shared hosting service, you don’t get any SSH Terminal. Hence, it’s a big No, as missing SSH Terminal can be disastrous for your website.
