I think the most easy way to start is with a Starter Kit, see: https://laravel.com/docs/10.x/starter-kits
By default the latest Laravel versions use Vite (see: https://laravel.com/docs/10.x/vite for more information)
I don't have experience with Typescript but I see it mentioned on the Vite documentation so I suspect you can use it.

It's a bit old but installing the latest I got Vite and not Webpack.
