Looks like, apache mod_rewrite is rewrite the requested url again & again. You have to share some more info about the possible configuration and status of both service apache or nginx.

If I'm correctly Laravel 5.8 is the latest version that support PHP 7.1
In the documentation you can see an example for nginx, see: https://laravel.com/docs/5.8/deployment#nginx
That is different then your configuration, maybe that can help to get it working.
