Solution

Turned out to be an issue with the PPA. The current build for ppa:beanstalkd/stable is failing, so it installed the default version for Ubuntu 12.04, which is 1.4.6. Switching the PPA to ppa:ivanj/beanstalkd installed v1.9 and this fixed the delayed job issue as well.
