I think your issue is different. You can't connect to the remote server. This is either because 1. The HostGator MySQL doesn't allow non-localhost connections, or 2. the user credentials you are trying to connect with only work with localhost.

In my case, it does connect to the remote server. However, Laravel, for some reason, also requires the localhost server to run.

Never mind. I found the issue. I was using a self-hosted analytics script, and I forgot to change the DB credentials in the config file here.
