I am having the same problem. Every time I try to create a new laravel project using composer: composer create-project laravel/laravel newPorejctName --prefer-dist The cli starts to download all the dependencies, and then it stops with an error

" Could not open input file: artisan "

and I am using xampp. What is the problem?
