Do you need it for testing or production purposes?

dingo/api is a good start. It has OAuth and JWT authentication by default. You can just write your own if you want to learn news things.

@astronau - I'm going with Guzzle as it is focused on building REST client calls to a RESTful resource. Although, dingo/api will be great for exposing the proxy service I"m currently building, thanks for the suggestion.
