Do It have to extend an existing package to achieve this?

So I can do:

User X can edit invoice in Site A and site B? User Z can edit and remove stock in Site B but not in site A?

I would look at Access Control Lists which allow you to create fine grained access policies a good explanation can be found here http://phpgacl.sourceforge.net/manual.pdf
