Almost any php package can be used directly inside laravel. Just require it in your composer then use it in your code (like in the pubnub exemples).

A laravel package is only needed to integrate further the functionality with the laravel framework. In the case of pubnub api, I don't see the point (but I can be wrong).

In fact you can do the laravel integration yourself if you need to, but you don't need one just to use this library.

Maybe you can explain your needs a little more, so we can help you with this integration.
