Well immediately after posting I figured this one out...

In User model:

public function department()
{
  return $this->belongsTo('Department');
}

In Department model:

public function manager()
{
  return $this->hasOne('User', 'id', 'manager_id');
}

public function director()
{
  return $this->hasOne('User', 'id', 'director_id');
}
