You would need to use join so your code would be something like this:
DB::table('plugins')->join('ratings', 'plugins.id', '=', 'ratings.plugin_id')->join('pluginreleases', 'plugins.id', '=', 'pluginreleases.plugin_id')->orderBy('ratings', 'desc')->orderBy('downloads', 'desc')->get();
