Huh?

This is nothing to do with Laravel and is purely dependent on your server. If you are using Homestead it comes with Ruby out of the box i believe.

Ruby on Rails (typically just called Rails) is an MVC framework for Ruby programming language. So ruby is not the same thing as rails. Ruby is not part of Laravel.
