can you run composer dumpautoload to see if that would do something? usually reflection errors are because compiled class file is not up to date..
Solved. Not sure what I did. I did a combination of things and every once in while checked to see if it worked. Finally it did.
So. I did what @shez1993 suggested. Didn't seem to do much. I tried composer install again. Nothing. But doing a full docker takedown, composer install and cleaned database, somehow fixed it.
So exactly why there problem lied is still somewhat of a mystery.
