Solution

What you use in the permissions part is up to the developer.

I haven't used Sentry in awhile so I'm a bit rusty with it.

I like the drill down structure starting with 'system' as admin, then 'system.manager' as managers, etc.

Here are a couple of links that I had bookmarked that use that structure.
