1- Yes. You can do that. 2- Create API routes in your app in order to get/post data as JSON. Then use Vuejs (or similar) to build the hybrid app. You can use Quasar Framework. https://quasar.dev/ Check tutorial and build android and iOS app. 3- Publish it on Playstore.
There are multiple tutorials by Danny on Youtube and Udemy related to Quasar framework. Similarly you can use Ionic framework.
